President and Founder 

Fadi Georges COMAIR









A graduate of the American universities of Texas and Harvard as well as French universities: Ecole Nationale des Ponts et Chaussées, and the Claude Bernard University of Lyon I with a PhD in energy, Mr. Comair distinguishes himself by a professional experience unique in France, in research centers affiliated to the Ministry of Industry, actively collaborating in various European technical commissions responsible for developing Eurocodes, and was co-editor of the French seismic rules between 1992 and 2000.


Returning to Lebanon in 1993, he was first appointed as CEO of the National Office of Litani (ONL) and then as Director General of Hydraulic and Electrical Resources.


His many participations as principal negotiator on the Wazzani and Hasbani main tributaries of the Jordan and on the transboundary rivers of Onronte and Nahr el-Kebir with Syria, as well as his active role in the formation of several delegations of the Middle East on hydrodiplomacy, make him the undisputed expert of water problems.

In 2018, he was awarded the title of Associate Member in the Academy of Overseas Sciences , he also received the Gaia Award, a distinction,environmental protection and security.

Mona Fakih




Civil Engineer 

Currently employed at the Lebanese Ministry of Energy and Water, she is actively involved (under the supervision of Dr. Fadi Comair) in the preparation of the ten year Strategy plan and National Water Sector Strategy for Lebanon.

 Eng. Fakih is also member of
EMWIS Steering Committee meeting, the technical Focal Point of several projects
implemented by the EU, FAO, UNDP, UNICEF and other Agencies, especially the
Center of Training and Information for Water in Lebanon (Centre d’information et de Formation aux Métiers de l’Eau au Liban).

During his long career of 48 years in service of the French Administration within the Ministry of Foreign Affairs, he acquired a great experience in the field of public relations, in both nomadic and sedentary environments.


He has devoted his entire life to studying and deepening his knowledge of the different Arab environments in all latitudes, from the shores of the Atlantic Ocean to those of the Red Sea or the Gulf.


Advisor to the Assembly of French nationals abroad, he is first vice president of the Union of French nationals abroad, representing Lebanon, second vice president of the friendly of the French army veterans living in Lebanon , vice president of the association of the members of the National Order of Merit, section of Lebanon.

Natacha Holtz is an entrepreneur in the fields of art, green economy and

Sustainable development.


Sharing her time between Lebanon and France, she is now involved in

the event organization targeting the areas of water, food and sustainable energies.


Natacha Holtz manages an agricultural product company ( ), respectful of the environment targeting the private market, government agencies as well as NGOs.

Stephanie El Feghali 

Graduate of the Holy Spirit University of Kaslik and the Lebanese University with Higher Studies in Translation and Modern Languages, Stephanie takes a first step in the space of reflection of the translation.


Stephanie completed her studies (honorable level) and works at the French embassy as of 2011.


As a writer and translator, she adopts translational approaches that can be summed up in three verbs: educate- adapt and recreate.


Expert in languages (Arabic, French, English and Spanish), Stephanie takes a new path and works - on the initiative of Hydrodiplomatie initiated by Dr. Fadi Comair - within the Ministry of Energy and Water.

Minister Shaddad Attili, Ph.D.


Minister at Negotiations Department and Former Palestinian Minister of Water and Head of the Palestinian Water Authority (PWA) from 2008 to 2014, during which he championed water law reform in the Palestinian Authority, enhanced efficient and effective PWA services for Palestinian residents, and strongly defended Palestinian water rights. Before that, Shaddad served eight years as principal policy adviser on water issues for the PLO’s Negotiation Support Unit (NSU).

Currently Shaddad is lead Palestinian negotiator for water at Negotiation Department of the PLO and an international activist and consultant in the fields of environment, equitable water rights, and responsible water and wastewater facilities development. Minister of Risistance and the water warriors, In honor of his

many contributions and accomplishments, Dr. Shaddad Attili was awarded France’s highest decoration, the Legion d’Honneur, by French President Francois Hollande.

My research activity concerns smart and sustainable cities, sustainable management of natural resources and geotechnical and geo-environmental Engineering. Director of the Regional Research Laboratory “Civil and Geo-Environment Engineering - LGCgE” and head of the international master "Urban Engineering and Habitat."
